    I have been in situations where family members came to a wheelchair distribution demanding a chair for a person who could not come for assessment. We asked for a photograph as they claimed to live too far away to go and bring the loved one to us.
    No photo, no diagnosis, no medical forms, only a request and approximate age and body size were provided. being in charge at the time I refused to release a wheelchair without a person or more information. An offer to accompany the family home for the assessment was turned down and after a stand-off of an hour an elder son left and returned in a relatively short time with the person in need. The team then accomplished the proper assessment and a wheelchair being available everyone eventually was satisfied.
